These proposals I have no objection to their adoption, but the Draft Regulations enclosed in M. Fleming's despatch will require amendment in the following respects.
3. In the first place, all references to the State should be omitted, and Clause 2 of the Regulations should be amended so that its language may clearly harmonize with Colonial Regulation 67 and 69.
4. No reason is assigned for the proposal to put the upper limit of age for Class B candidates at 20 years, instead of 25 years as in the present Regulations, nor for assigning 400 marks (instead of 200 marks) to the subject Draft Regulation No. 7 Handwriting in this Examination, but the Governor will use his discretion...
